🚨NEW: A group of seven Senate Democrats, including @gillibrandny, @MarkWarner, @SenRubenGallego and @Sen_Alsobrooks, say they are “committed to working in a bipartisan fashion” to pass the Clarity Act. The statement comes amid early efforts to restart bipartisan talks and gauge the appetite on both sides for returning to the table and getting the Clarity Act passed before the end of the year, according to three sources familiar with the discussions.

We must regulate digital assets, protect consumers, and give innovation room to grow. But innovation cannot come at the expense of ethics and accountability.

The digital revolution is upon us, and it has presented a clear opportunity to support small businesses, generate wealth, spur innovation, and support younger Americans who want to be part of this revolution. And this digital revolution is happening with us or without us—we have a responsibility to regulate it to create rules of the road. That is why I’ve been at the table. I’ve been in negotiations for over nine months, working toward regulating digital assets in a way that protects consumers and reduces the risks of deposit flight and deceptive marketing. I have negotiated in good faith with colleagues on both sides of the aisle willing to meet this critical moment. I’ve worked to make this bill better. Let me be very clear: my vote today is a vote to keep working in good faith. It does not mean I will be voting for the passage of the CLARITY Act on the floor. We still have work to do. We need to find a workable way to address law enforcement’s concerns about financial crimes. I am a former prosecutor and know how important that is. We also need to include an agreement on ethics—that would apply not just to the President and Vice President but to all of us. The American people—especially my constituents—expect that from us. I will keep working with my colleagues to get this done. Americans—from every background and every community—deserve to benefit financially from this digital revolution and be protected from the risks that come with it. If we don’t act, we will be left behind. I won’t let that happen.

Senator Angela Alsobrooks just issued a highly nuanced and incredibly important statement regarding her vote to advance the CLARITY Act. We rate this stance a perfect 100/100. Here is a breakdown of why this is such a strong signal for the industry. First, the context: The CLARITY Act is a monumental piece of pro-crypto legislation. It aims to grant the CFTC exclusive jurisdiction over digital commodity spot markets—finally stepping away from arbitrary regulation-by-enforcement—while explicitly protecting your right to self-custody your own assets. While the Senator notes she is holding her final floor vote as leverage until specific law enforcement and ethics concerns are addressed, her decision to advance the bill out of committee in good faith keeps this vital legislation alive. As a former prosecutor, her desire to ensure basic guardrails against illicit finance is standard for a maturing market. Good rules are necessary, and asking for proportional safeguards is not the same as pushing for anti-crypto surveillance. More importantly, look at her framing. She explicitly states that digital assets present a clear opportunity to support small businesses, generate wealth, and spur innovation. She recognizes that this technology is an engine for financial inclusion that younger Americans want to be a part of. By plainly stating that the digital revolution is happening with or without the US, she acknowledges that establishing clear "rules of the road" is how we avoid being left behind globally. Calling for enabling regulatory clarity rather than restrictive bans is exactly what we want to see. This pragmatic approach aligns perfectly with her stellar track record, which includes past votes supporting the GENIUS Act for stablecoins and repealing overly broad IRS reporting rules. She continues to prove she is a thoughtful, pro-innovation lawmaker.

Angela Alsobrooks' recent statement provides further evidence of her very strong support for the digital asset industry, which is reflected in her near-perfect overall stance score. By hosting a panel with "digital asset leaders," she demonstrates proactive engagement with the industry, seeking to understand and promote the technology rather than just react to it. This is a clear signal of support. Her message focuses on democratizing access, stating "every American can benefit from these new marketplaces" and that "you shouldn’t have to be a billionaire to harness the power of new technologies." This framing is crucial. It positions digital assets as a tool for financial inclusion and empowerment, directly countering the common anti-crypto narrative that the space is merely a casino for the wealthy. This stance is not an isolated event. It is consistent with her legislative record. Earlier this year, she voted for the GENIUS Act, which aims to create a clear regulatory framework for stablecoins—a critical step for promoting innovation while ensuring stability. She also voted to repeal the burdensome IRS rule on broker reporting for digital assets, signaling a preference for sensible, light-touch regulation that doesn't stifle growth. Her actions and consistent messaging, including her supportive answers on the Stand With Crypto questionnaire back in March 2024, paint a clear picture of a policymaker who is actively working to ensure the US remains a leader in financial technology.

Bill
GENIUS Act
Details
The GENIUS Act of 2025 proposes a regulatory framework for payment stablecoins. It defines permitted issuers (insured depository institutions, their subsidiaries, and approved nonbank entities) and mandates 1:1 reserve backing with specific high-quality assets. The bill outlines federal and state regulatory oversight options, sets requirements for customer asset segregation, and grants stablecoin holders priority in insolvency proceedings. It also clarifies that regulated payment stablecoins are not considered securities or commodities under various acts. The bill designates issuers as financial institutions under the Bank Secrecy Act, requiring compliance with AML, KYC, and sanctions regulations to prevent illicit finance and safeguard national security. It also reinforces U.S. leadership in digital finance by supporting innovation and ensuring the dollar remains competitive in a rapidly evolving global financial landscape.
