Today's @USOCC report exposes how far Biden-era debanking went to pressure banks to cut off Americans for their politics, faith, and lawful businesses.
My Oversight & Investigations Subcommittee has exposed this overreach since our first hearing on Operation Choke Point 2.0 and in our report on Biden's debanking of digital assets.
@FinancialCmte is working to end debanking for good. My SAFE Guidance Act stops regulators from using unofficial guidance to pressure banks, and @RepAndyBarr’s FIRM Act permanently ends the "reputation risk" standard Biden regulators used to discourage institutions from banking lawful industries like firearms and crypto.
Thank you to @USComptroller Gould and OCC for their work to expose this overreach, and I look forward to continuing our work together to ensure a future administration cannot repeat Biden’s mistakes.

Commentary on Stance
Congressman Dan Meuser continues to prove exactly why he holds a perfect 100 stance score. Today, he highlighted a massive victory for financial freedom: a new report from the Office of the Comptroller of the Currency that officially exposes the severe debanking practices utilized during the previous administration.
For years, the digital asset industry has suffered under what is widely known as Operation Choke Point 2.0. This was a coordinated, shadow-regulatory effort where agencies used backdoor pressure, informal memos, and vague warnings about "reputation risk" to coerce banks into severing ties with fully lawful crypto businesses. Without basic access to standard banking services, it becomes nearly impossible for any industry to survive, handle fiat gateways, or even pay employees. Debanking lawful companies based on political preference is a deeply anti-crypto practice, and taking concrete steps to permanently end it is one of the strongest pro-crypto signals a lawmaker can send.
Meuser isn’t just pointing out the problem; he is actively dismantling the mechanisms regulators used to execute it. He rightfully brings attention to his own SAFE Guidance Act, a crucial piece of legislation that strips regulators of the ability to use unofficial, non-binding guidance as a weapon to intimidate financial institutions. Furthermore, he champions the FIRM Act, which seeks to legally prohibit the subjective "reputation risk" standard that was weaponized to freeze out crypto innovators and other disfavored industries.
By leading the charge on the Oversight and Investigations Subcommittee and working directly with the new leadership at the OCC, Congressman Meuser is helping guarantee that the weaponization of the financial system against digital assets cannot be repeated. Ensuring that lawful crypto companies have equal and unhindered access to banking infrastructure is fundamental to keeping American innovation alive.
