Bill Name
GENIUS Act

Details
The GENIUS Act of 2025 proposes a regulatory framework for payment stablecoins. It defines permitted issuers (insured depository institutions, their subsidiaries, and approved nonbank entities) and mandates 1:1 reserve backing with specific high-quality assets. The bill outlines federal and state regulatory oversight options, sets requirements for customer asset segregation, and grants stablecoin holders priority in insolvency proceedings. It also clarifies that regulated payment stablecoins are not considered securities or commodities under various acts. The bill designates issuers as financial institutions under the Bank Secrecy Act, requiring compliance with AML, KYC, and sanctions regulations to prevent illicit finance and safeguard national security. It also reinforces U.S. leadership in digital finance by supporting innovation and ensuring the dollar remains competitive in a rapidly evolving global financial landscape.

Maggie Goodlander's website has a dedicated section under the Issues page Fighting for Fair Deal:

"American companies are the most innovative in the world. Advancements in artificial intelligence and blockchain technology carry enormous promise. Artificial intelligence could help us meet some of our country’s biggest challenges – from the climate crisis to deadly diseases like cancer. Blockchain technologies and their applications could help empower Americans to be the true owners of our own data and be true stakeholders in the digital economy. But like most Granite Staters, Maggie is deeply concerned about the ways in which some in the tech industry have exploited sensitive personal data, put our children, consumers, and workers at risk, violated civil rights, and tilted the playing field to undermine competition and crush small businesses. We need to modernize our laws and regulations to empower the innovation that America needs to remain the global leader in the development of these important technologies – not countries like China or Russia."

A group of congressional Democrats and candidates, including Maggie Goodlander and Colin Van Ostern, recently wrote to Democratic National Committee chair Jamie Harrison asking for changes to the party’s platform to make it more friendly to Bitcoin and other forms of cryptocurrency. Crypto support could be vital in key swing states, they said in the letter. “From an electoral standpoint, crypto and blockchain technologies have an outsized impact in ensuring victories up and down the ballot. Crypto is at the top of voters’ minds in swing states, and a balanced approach to crypto that spurs innovation while protecting consumers is a net positive for policymakers and candidates,” they wrote.
